Arthur and Cecil are two wacky villainous vultures from the TV show, Jungle Cubs who are two of Cartoon All-Stars's enemies. They sometimes appear in the Chipmunks Tunes Babies & All-Stars' Adventures movies and in a few Chipmunks Tunes Babies & All-Stars' Adventures films.
